When i was 13, we'd borrow the old mans car while he was still asleep, drive into Oxnard and hang out by the sea drinking cheap beer...seriously cool

The best advice that I can give is to join something that will give you a sense of purpose. Lessons of some sort would be a good idea too. Perhaps you would get a great personal boost from doing volunteer work cleaning a park, helping in a church, reading to elderly people, etc. You might think, also, of joining some type of athletic program, such as marathon running, karate, or a team sport. These help develop skill and confidence. The various branches of the military have junior programs too.

I worked at the family business during the week after school and worked with Habitat for Humanity (for charity) and made friends and connections that helped me get into a good job later. Some of those friends I still have over 10 years later and I have some house building skills I can use now. I was not bored doing that and it helped families.

My son is thirteen.
He is involved in Boy Scouts (no, not nerdy) and he is now hunting with his father (deer). He usually has a friend over one night over the weekend whether it be Friday after school or Saturday. Then he may go to a friends house the other night. He like to go to movies and is sometimes happy just hanging out with his parents. He like to read and he likes his x-box and PlayStation 2.
There is never any reason to be bored. There is always something you can be doing. Help your parents with something around the house. Do something with your room to make is better or just a change. Have a friend over or visa versa. Read.
I really can not imaging that your life is always boring. If it is it is up to you to make it better.
Are you a boy or a girl?

Start a circle. Could be a sports circle/cooking/reading/study...any circle. You simply need to invite one person and from there, others will join. Go for it. Stop milling around and being bored, life it too short for that!

You don't say if you are a boy or girl. But there are groups to join, hikes to take, bikes to ride, bird watching, fishing, etc. The more you do the more you will find to do.
Get off your butt, and take a hike, litterally.
