Try the FREE Picassa from Google. Photo album, basic editing, red eye removal and lots more, Really good.

There is a great FREE photo software available here which I have found the best to get rid of red eye.

I have found photoshop to be the most effective..
As previous answer stated - You'll have to pay for it, but the capabilities it gives you for photo editing are enormous..
You'll only be restricted by time - You can make a poor/uninteresting photo into a masterpeice :)

To do a really good job you need Photoshop, you can get the home version Elements from Amazon but its about £80.
Try Irfanview, Paint dot Net and The Gimp; thye're free.

Take a look at Google's Picasa http://picasa.google.com Nothing is perfect but it might get closer for you. Then you just need to grab a brush, zoom in close, and touch up a bit more.

I've got photoshop 7 which isn't bad for getting rid of redeye, but my friend has the latest version which is excellent one click and its gone.
