Have a look at Marrakech - the flights are pretty cheap if you fly with Royal Marroc.

The temperature will be around 25c, and if you look at the local tourist website you can find some cracking little local B&B's which have the true feeling of Morroco - rather than dry bland international hotel groups.

Try India, get a cheap package deal (£300) and use the room as a base to travel from...or Thailand, flight will set you back a bit, but it is very cheap to stay there.
Or Tenerife, slightly less exciting, but still warm.

Philippines its not ncessarily cheap but its in the 90's! For cheap try Mexico or the Caribbean.
