You'd better discuss first. KY sometimes has a desensitizing effect on some men - it isn't exactly like natural lubrication. But, I don't think he'll mind talking it over if he is caring and wants what's best for you. You should both feel comfortable about talking these things over.

KY jelly is safe to put anywhere, but on him would probably be the easiest.
If he is already aware of the problems then he probably won't care about the KY if it fixes the problems.

It's probably better to put on him as you can put more on him, but you can put KY jelly anywhere.. you can put it on you both if you want.. just use as much as you want and wherever you want.. But if you only put some on you it might not be enough..however just on him will probably be enough..for a while at least..you can even add some in as you're doing it.

Yes KY jelly is most useful for new couples to have sex. this is good water based lube. avoid any kind of oil based lube.
