Yes and no. Operating system may include web browsers and mail programs but it should let the user choose if he/she prefers it or not.
I don't agree with those that include web browsers and email programs as default, without the possibility of removing them.
So, it's okay to include them (to ease things a little) but the user should be able to choose if he/she wants to keep it or not.
Windows comes preinstalled with Internet Explorer and Outlook Express. (you can't unisntall Internet Explorer because it's directly connected to explorer.exe and uninstalling Outlook express is pretty buggy).
Linux comes also with preinstalled web-bropwsers and mail programs (GNOME comes with Firefox and Evolution, KDE comes with Konqueror (both explorer and internet browser) ). The difference is you can easily choose the program your prefer!

Windows (98 and up) include Internet Explorer for a browser and Outlook Express for an e-mail CLIENT.
The last time I installed Unix, it did not include any such applications in the O/S, but there were many applications available for free download for Unix and Linux systems.

specific, needless to say. The OS includes the difficulty-unfastened internet browser and difficulty-unfastened mail application with it. e.g. domicile windows comes with internet Explorer as browser and Outlook convey as mail application. Now a days all of the OS are bundled with those difficulty-unfastened application softwares.

logicaly no, I think its must be up to users to choose that by installing separate packeges or downloading it
But you know Microsoft is trying to monopolize the markets by including in there windows IE and Outlook and even a media player

Microsoft includes Internet Explorer. You have to choose a mail program. hotmail is available on www.MSN.com.
