Razor burn. Not dangerous and will not scar. Take you time shaving, use warm water and let your legs warm up to soften the hair. Use a good razor and shaving cream.

Could be that the hair follicles are just a little irritated. Use PLENTY of shaving cream/gel next time. The more lubricated your skin, the less the razor will drag and irritate the hair follicles. Be sure to use a clean, new razor each time (if you use disposables). Also, don't settle for the cheap ones. Use the multi-blade ones with the lubricating strip. At this point, wash your legs with a good antibacterial soap and leave them alone until the spots clear up. You could risk folliculitis (inflamation of the hair follicles caused by staph bacteria) if not.

If the problem persists, see a doctor. You might already have folliculitis, which needs to be treated with topical antiseptic.

It could happen if you didnt use any shaving gel/foam, or even water could help..but not as much.. If you shave fast or upwards then it can iritate your skin and go red, being dry it could bleed, specially after you shave a few times and the hair gets harder. It is quite normal just just make sure you have shaving gel or foam over it.. pushing down hard shaving downwards is usually better than lightly shaving upwards..but it's up to you.. My fiance shaved upwards and does it fast, she usually gets a fwe cuts on her legs.

Razor rash - make sure you use a good razor gel, preferably in the bath, shave against the hair only, and moisturise afterwards. Won't scar. You just need practice : )
