If a person ever qualified for a loan.

my tenant says he qualified for a loan that his friend did for him. I later found out that they both have a history of 10 evictions.

I don't believe you can gain access to this information. If you had authorization to view his credit report you would be able to see who has pulled his credit recently but even then, there is no way of telling if he completed the application with the lender or if the loan was processed or approved. Sorry - wish I could give you better news.

you can call the place the person applied for a loan at, if you know it, and say you are skip tracing. They will ask you for a name, then they will tell you if this person has a loan with them or not. They won't tell you how much the loan is for though.
