It really depends on the situation. The last time I 'raised an eyebrow' at a girl, I was at Hooters. I was watching one of the Hooter Girls hit on a guy while his girlfriend went to the ladies room. I thought the situation was in rather poor taste.

it means he thinks she is fine most of the time. but, i'll let you in on a little secret. i don't care how old the guy is or how fine you are, a man is always going to look no matter what. sorry, it's what we do. if a guy says he doesn't look, he is a liar.

It means we see something unusual. The girl might be very attractive or she might be very ugly or had on a weird outfit.
