Yes, they are now calling this "Rage Syndrome" for lack of anything better. It may result from something physical, or from some emotional or mental trauma. Every case is different.
Take your dog to the vet to try to rule out a physical cause. It could be anything from something upsetting his digestion to a brain tumor.
Or, it could even be emotional, from abuse during puppyhood, in which case, a trainer MAY be able to help.
If your dog is showing signs of aggression, keep him away from other people and animals until a cause is found, or you may find yourself on the unpleasant end of legal action.
If your dog is older, and seems to be forgetting things, their may be a form of doggy Alsheimers. He could even just be losing his hearing or vision, and acting weird because of it.
There are so many causes, the best thing to do is check with your vet. If your vet blows it off, get a second opinion.

Yes, dogs can become mad. In addition to physical causes, there can be psychiatric causes as well, as dogs are known to suffer form psychiatric conditions like humans do. This is still a small field in veterinary medicine, but hopefully more developments will be made in the future.

YES!
boredom will do this...
many times people get intelligent breed dogs and dont provide proper mental stimulation and the dogs become destructive becuase of mental boredom
dogs kept in shelters for long periods of time become "mad" and are euthanized rather than adopted out because they often become agressive.

Yes it is. A brain tumor is one of them that can make a dog go in a way "crazy". There is also Dementia, it is in a way like Alzheimer's, but makes the dog be forget full and sometimes aggressive/crazy. It's very sad really.
