It may mean that you arrive at a situation with expectations. If you always respond in the same way then you will expect to always feel the same thing whenever it happens, specifically a conditioned response.

Or, it could mean that preparing yourself for an event may require the activation of certain emotions in order to function successfully. Like a script. Imagine being at a birthday party. If you arrived in a bad mood, you wouldn't feel a part of the celebrations. However, if you arrived in a good mood, the situation would suit your mood, and you'd be able to take part in the celebration with all your might. If you were to change your bad mood in to a good one, just to fit the situation, then it might be considered convenient in order to socialise. This could be the true meaning of this quote.

In my opinion, you shouldn't worry about whoever said this, as they were clearly not adept at expressing a concept in order to be understood. They were probably just trying to sound intelligent. I seriously doubt if they were. Still, it would help to know the context in which the person said this.

I believe the writer of the quote is saying that people's emotions are often more a matter of what is expected rather than by our own internal feelings. We tend to say in our minds, "I am at a party, people expect me to be happy, so I will be happy" or "I am at a funeral, so I should be sad". It is easier because it relieves us of the responsibility to decide for ourselves how we feel.

Look into concepts like Behavioral Psychology and Cognitive Dissonance. They have described this phenomena well.
