depends on your video card and budget and tv..
if your video card has a tv out.. connect a yellow rca cable or a svideo cable from your video card to your tv..
if you want more clarity or a better picture and you have a HD tv or some sort with a HDMI port.. and your computer has a DVI port.. get a DVI to HDMI cable.. it will give you a better picture..
i have a moster 4meter dvi to hdmi cable and hooked it up to my 42" plamsa and it was really nice.. that cable costs about $150

yes, you could do this, but if you're doing it to watch movies consider this;
1. a standalone dvd-player will very likely give a better picture and sound quality.
2. A standalone dvd-player with remote control will be a lot easier to operate.
3. a standalone dvd-player will probably play back dvd's that your pc won't (cause they're slightly damaged)
4. Unless your pc is always on anyway you need to consider that standalone dvd-players use about 10 to 20 watt whereas a pc will use at least 200 and maybe as much as 500 watt... (call your energy-provider to find out how much this will cost/save you on a yearly basis)
5. unless you have a very quiet pc it's noise will likely bother you while watching movies.

yes you can, there is a cable out there that allows this
The cable is called an S-video cable...alot of new TVs come with this port and you also might have to upgrade your video card on your computer to have the S-video port, i don't think all computers come standard with the S-video port yet, so before you go waste 15$ on the cable check and see if you have the right stuff

yes there is a special cable you have to buy. my son did this with his 42 inch plasma. Its awesome. They should know what cable at the tv or computer store. I know its a Belkin

You can use a scan converter. The scan rate on TV's and computer monitors are different, but a scan converter corrects for this. Look here for an example:
