The law is written so you could technically get in trouble for not filing. However the IRS is far more concerned with those that owe them money and didn't file.
If I were you, I'd file ASAP and get back all you are owed and take back your free loan that you gave to the government.

You are required to file income taxes based on your income level and not whether you are owed a refund. In theory you could be charged with something but I have never heard of anyone that has been owed a refund being charged with any crime for filing late. Actually, my grandfather had to do the same thing when he was 80 something years old. He never had a social security number so my uncles applied for his SS# and then filed several years of back taxes in order to get him qualified for some medicaid program.

You might be subject to an audit so be sure you have your ducks in a row but otherwise it is your money. You might want to have a professional do it. It is worth the few hundred bucks and most will defend you if you are audited.

It would be a failure to file which means that the statute of limitations will not run and you would have to file at some point. They would probably send you a notice that would constitute a return some day.
Your risk is that if you wait too long you would not be able to get the reufnd of money they owe you.
You are always better off filing than not filing.

One thing to be aware of is that even if you 'know' that you are entitled to a refund, the government may not know that. If/when they file a return for you, they will not fill out the forms the way you would, and you could end up owing them! Also you can only collect your refund for so long, so it's best to just file.

Each year is treated separately, so if you are owed money for an earlier year you still must file for later years if your income is at a level where you're required to file. And if you owe and don't pay for the later year, you'll still be charged interest.

Dear Friend

It depends upon the relevant statutes upon the country you are living.

Generally law prescribes mandatory filing of return for the range of people falling in certain class.

If you are falling in that range then you need to file tax return upon which you will be entitle for any REFUND if government owes you money.

The government will penalize for non filing of return.

Ignorance of law is not an excuse but you can request government for apologize.
