Go to a decorators and ask for a 'George' it's a metal, sometimes plastic guard that you slip behind the carpet edge and slide along as you paint. Strange, but I can't find any reference to one on the web!

Out a half inch strip of masking tape all round the edge of the carpet. Then paint the skirting but still try not to get paint onto the tape. Do not let paint run or drip onto the tape. As you finish each side of the room take up the tape straight away. Pull it upwards away from the carpet and away from the wall slightly. Any excess paint will drip off, hence above instruction. Use rubber gloves for this. As you take it away fold it up into a short length and dispose of into a piece of newspaper and fold it up.
Still have white spirit and a clean rag available to clean any odd bits that "get away".
For the painting use a very good brush and this will keep the paint under control. Cheap brushes are not a good tool as they do not retain their shape to give good edges.
With a good brush you can dispense with the tape after practise. Always do an undercoat as one coat paints take a lot of practise to use. Also use only good paint such as Dulux.
Best of luck.

If you use tape - your likely to still get some paint on the carpet, try getting an empty cereal packet, open it up and slip part of the packet under the bottom of the skirting, then paint the skirting - moving the card as you go

well, i can cut into the carpet, but you can either masking tape up, but press the tape between the carpet and the skirting, and then lift when the paint is still wet, or use a strait edge, something hard that wont bend, and wedge that between the skirting and the carpet, and pull it down to the carpet a bit then cut in to the strait edge, or you could just call a decorator up, i'd do it

Just place a newspaper on the floor and move it along as you are going and any paint goes on the paper and not on your carpet,
