Depending on the severity of the burn of course,but often the "root" or follicle of the hair is destroyed or severely damaged. In a 3rd degree burn there is no doubt that because of the depth of the damage, hair growth would not reoccur.

If the hair follicles were destroyed hair will not regrow.

Probably because all their hair follicles were destroyed.
