8.6 At least two light meals and one main meal should be offered in any 24 hour period.
See Note 8B. Drinks should be provided at meal times and upon reasonable request
between meals. Whenever necessary, advice shall be sought from the appropriate health
care professional, see Note 9A, on medical and dietary matters. As far as practicable,
meals provided shall offer a varied diet and meet any specifi c dietary needs or religious
beliefs the detainee may have. The detainee may, at the custody offi cer’s discretion, have
meals supplied by their family or friends at their expense.
8B Meals should, so far as practicable, be offered at recognised meal times, or at other
times that take account of when the detainee last had a meal.

nothing like a bit of retail abuse, those shop staff, ethnic or not, are rude obnoxious, never know the answer to your questions, but wont stop asking if you have any. They also steal from there shops, many shops report up 50% shrinkage due to internal cash and item theft by staff.
And that's just the staff, the shops themselves, use slave labour from the third world, destroy our environment with production processes and packaging, ruin our children with advertising and charge massive amount of cash for things that dint cost anything to make.
They should have given your friend a medal, an unlimited Starbucks voucher, and as many cheese and Bacon toasties as he could eat. They should have sacked the staff member and put the store under review.
PS: Shops reserve the right to deny entrance to their premises for their own reasons, no matter what bag you are carrying. I used to work for BHS and I know for a fact that it was our stores policy to have its security guards watch any black people who came in and follow them through the store, I am not black and found this extremely racist, mainly due to the glaring fact that most people who stole off my section where staff, and white heroin junkies. If this is not racist then what the hell is.

Shops can stop you coming in for any reason they like.
I was once in a Police Station for nearly 13 hours. I had 3 cups of coffee, 1 of tea, around 40 cigarettes, 4 games of snooker and 6 pints of bitter.

according to PACE, the police should supply the prisoner with food at appriopiate meals times breakfast, lunch and dinner, but alot of that is down to the discresion of the Custody Sergeant. If your friend feels that he has been mistreated, make a complaint saying that the police have breached PACE. The custody record will then be looked at and if something is out off order, questions will be raised.

The food thing depends on where you are at, but 10 hours is a long time period, unless its overnight. As far as the shop, its their store and their rules unless there are laws controlling policies. Keeping other bags out is becoming a normal theft prevention measure.

Yes a shop can stop you from taking bags into thier shop, many stores have rules like that, they can require you leave them at the counter if you come in.
And yes they could hold you for 10 hours, while they normally would not, it is possible.

Under the Police and Criminal Evidence (PACE) Act 1984, you have a right to adequate phsyical comfort, food, drink and exercise whilst detained in police custody, and you can be held for up to 24 hours without charge.

With the shopping bags. Surely they can not not let you in because you have bags. And Your friend should recieve drinks more often than every ten hours.

If you get locked up Holland is the best place, before i got transferred to the cells proper I had no food, but once there they gave me a menu sheet and I filled it out for the Kosher menu (best quality). Too many cheese sandwiches though. And my crime? refusing to pay an on the spot fine for having no I.D.!!!

Ashop can prevent anyone from using their premises as long as they can prove non discrimination.Police can detain for twelve hours without refreshments but cannot withdraw sanitary facilities.
