What are these vans for? Do they contain speed camera's or are they just parked up in potential trouble spots to prevent anti social behaviour?

Speed camera vans or 'Talivans' usually have the DVLA or road safety logo on them so i would suspect that this is just a normal CCTV camera van.

The camera vans park near trouble spots to record criminal behaviour. The operator can then call other officers to deal with the disturbance and the video tape is used in evidence to gain the conviction.
The idea of putting "smile you are on TV" on the side is to let people know they are on tape and hopefully dissuade them from stupid acts. Sadly most are too stupid or drunk to take heed!

Yes they keep an eye on the trouble spot's ie football crowd's, night club's or even busy crowded shopping area's.
