Prisoners buy pouch tobacco and papers when they get their allowances for work they do in prison. Depending where they work within the system denotes their wages...they could be working on farms or gardens or maybe in the kitchen etc for this they recieve their wages and then when they have enough credits they can buy from the 'canteen' where the cost of tobacco etc is deducted.
Prisoners aren't allowed to have 'actual' money in prison, it is all held as credits.

some prisons for instance in california ban cigarettes there they can be smuggled in through many unimaginable ways.....lol....and other prisons they can get it through the commissary or packages they recieve once they are inside if you dont have loot or cash to pay for the cigarettes then there are other meins 2 soups for a cigarette or a deoderant for a pack of cigarrettes.....you can tell i know a little bout it ive had the pleasure of vacationing in these fine California hotels

Cigarettes / tobacco are the basic black market currency items in prison, exchanged for other things including drugs, phonecards, food, or any other hard to source items.

Some prisoner's have a job in the nick, if you have a job you get a small wage which allows you to buy small amounts of loose tobacco of which they make very thin tab's, OK ;)

in prisions and jails that allow them ( some don't allow them any longer) But in some jails family can send them in,

in most prisons they have to buy them. There are prision stores where they can buy snaks, and various items.
There family members send in money for them.

when you go to prison they ask you if you would like a job.you do reception or kitchen.ect... and you get paid at the end of the week but its ony about £3.50

they buy loose tobacco in 5 gram pouches, in the shops here the smallest you can get is 12.5 grammes for around £2.50-£2.75. that's in the UK, i don't know about anywhere else. oh and I know from a friend I'm not an ex con.

Friends smuggle it in and a body search would not find it.
