No a 40W ballast should not be used with a 20W Fluo lamp.
The ballast is a choke that limits the current through the lamp. By using a 40W ballast you are in effect putting 200% current through the lamp. Result, low lamp life.....

Yes it can. It lowers the voltage on a.c. current.
