I used to work in a pizzaria and asked my boss the same question when he tought me how to make pasta. When you put the oil in the water it floats on top your right, but before you put your your past in the water should boil causing it to churn around in the water. This mixes things up a bit, but the oil is all on top still.Your pasta is going to pass through the oil going into the water. The oil will coat the pasta as it goes through. If your cooking smaller pasta like shells or mac dont dump it in sprinkel it in. That way each one gets oil. The oil is mostly to keep your pasta from sticking together, but an extra virgin olive oil will add taste.

The oil does get on the pasta when you strain out the water. Not as much to flavor it but to keep it from sticking together.

If you are cooking for pasta salads or in advance while you prepare the sauce, it is definitly recommended. Otherwise, you can do without.

You don't add the oil to the water when it's boiling, you put in a few tablespoons after it's drained and mix it up to completely cover it. It prevents it from sticking if it sits, works fine for me. Better then clumpy pasta.

No. Properly cooked pasta should not stick together. I would add a generous helping of salt to the water - If I cook a pound of (raw) noodles I add at least 3 tablespoons salt - and it will not make your pasta salty.
