Tricky question.....well for one military strategists look at troop numbers. Boots on the ground, even the ones in the rear that are not being utilized give an idea of possibilities for operations and different scinarios. Not quite you're question though. As far as filling a billet, they are filling a billet. The billet that they are filling may not be their specialized field, their MOS, or even have them doing anything. However they are their for things like security, show of force, reserve troop strength....
As far as it wasting money, I don't know however I am sure the pentagon considers the costs of having unused personel in Iraq. They look at the marginal cost of having them over there and compare it to the marginal benefits (troop strength, security, ect.)
Where ever the benefits meet the cost it will determine the numbers.

It would have been free if they had instructed the Daily rags to print it, but there is no kick back from this. Was it published in Bangladeshi, Urdu etc as well? They could have also got it broadcast on the T.V. What about the waste of resources and landfill involved.

The military has the discretion to send people to Iraq if it deems that the safety of those at home must be protected or that the interests of the nation will be served.
