It refers to babies sleeping well which is absolutely a blessing after they haven't slept!
Babies can sleep through all sorts of noisy situations that would drive an older person crazy, too. It refers to babies sleeping peacefully and looking like angels.

I do think 'slept like a baby' is having a peaceful sleep no matter how long we can get to sleep.
It's not the quantity but the quality that counts

Maybe they mean the older babies. Toddlers can crash pretty hard after a good day of making hurricane impersonations.
