you need to check the states liquor control policy and UPS doesn't like to ship wine. FedEx will do this with clearly labeled bulletin's all over it. What state, I'm in the business and can let you know.

Use a wine shipping company. There are a ton of them here in the Napa Valley. They will pack and ship all over the place. Shipping to foreign country is a whole different thing and I do not recommend it. I had a client send something to canada and it arrived opened up.

Some states will not let you ship wine. Mostly, it is those states that have a lot of wine produced in them, the don't want people importing wine in.

Someone has to be there to sign for it. They will not just leave it on the dooor step. Then be sure to ask the shipper about taxes and such. Call UPS andTell them you want your wine back or returned to the shipper for a refund.

they kept it because your recipient has to pay a tax on it. you guys need to call them up to find out how much it is.
