I have heard putting bricks in the tank of or toilet will help take up space where water would go. Turn off the kitchen light and only use lights you need when you're using them...etc

the main use of water is agriculture, home and industry uses are usually much smaller, so the main saving effort should be concentrated in agricultural methods.
there are many ways to save water in agriculture, but farmers employ them only when water prices force them to save, so the main drive to save water is controlling water prices for farmers, and teaching farmers of new water saving methods and technologies.
