Because without IAS officers these matric fail politicians can not understand and manage to do big thing like 5 year plan, budgetting etc.,

Because our founding fathers of India realized that these donkeys cannot rule the country without the help of highly educated person like IAS people. Thats why IAS people are sought from highest intelligent people in the country so that life can be made easy for uneducated politicians.
