There are three basic issues to this question. 1.If God created this Universe who and where is god? 2. What is a perfect Universe?.3. What is this free will?. I wish to answer as below:-
2. There is no perfection without imperfection. One just could not exist without the other, and it differs from people to people, time to time. Perfection is infact absence of imperfection, and the quatity of perfection is measured in the scale of imperfection. Again what is perfect for one person may be infact imperfection for the other. For a non-vegetarian a perfect food would be a piece of lamb cooked in chilly sause with whisky on the rocks, well for a vegetarian teetotler raw and leafy vegetables with fruits would be perfect. Once upon a time a perfect person was one who could hold the heaviest and sharpest blade, to settle diputes, people used to duel, well today you would go for a long time in jail.
3. What is really free will, to live as you like, say and do what you like? if that is the case you have it already, if you say sensible things, right things people will listen, if you do good things, helpful things people will appreciate, as long as you do no harm to another person infact you have a lot of free will today than at any other time in history.
If you feel god has created this world I have no argument, for I have no other better explanation to give, but let me say he has done a wonderful thing in creating this world, there are huge mountain ranges starting from the mighty Himalays downwards, there are the Oceans, the Pacific, the Atlantic(North and south) The Indian Ocean, The bay of Bengal. While all these are beautiful to see underneath lurks great danger, imperfection in perfection for you. There are the sprawling medows, beautiful rivers,flowers, sunlight, one can go on quoting but on the other side of these beauties you will find ugliness,and imperfection.
God, has given us intelligence, strength to over come the toughest of hurdles, God thus has made you perfect, so that you realise and correct the imperfections into perfect.

God did create the perfect world. We live in it.
It was not God that made this world the way it is. He gave us free will and now you see what WE did with it.
What makes you think that satan would not do another world the same way he has done this one.
God gave man kind a wonderful gift and thru satan, we have misused it so badly.
God did NOT create a less perfect world. We, thru satan, ruined it.

if everyone is perfect like him, they go straight to heaven without having to worship him.
by creating a less perfect world, we have to pray for his mercy. and forgiveness, and he can get to do the honour of letting us into heaven.
right? the only one with the power around.

Don't put it on God, us humans have made a mess out of this world, the environment and our own lives, why kid ourselves?
God didn't create junk!!
HUMANS DID!!!!!!!!!!!!!! AND CONTINUE TO DO IT, DESTROYING THE PLANET AND MUCH MORE, DESTROYING THEMSELVES DAILY.

God is less than perfect.
There is no God
