Majority they can. Some people with low metabolism (have been on low calories intake for long, not exercising, or have thyroid problems) may not.
However, the loosing in your case will be very slow because you have nothing to loose.
Your BMI is 23 which is perfect, why do you want to loose weight?

u didn't write how old re u. if u re quite young it won't be hard, maybe not 15 lbs but maybe 10. u have of course do physical exercises at least 2 hours a day 6 days a week and skip on choclad and other sweet stuff. good luck. also try not to eat afte 5 pm. for me it usually helps if i go to gym around 4 pm and eat BEFORE GYM but do not eat anything except apple and tea without sugar AFTER GYM

Yes you can do that with no problem. I lost 24 pounds in 33 days on a no diet weight loss plan and I also lost 2 3/4" in my waist

It doesn't sound like it will be so difficult for you to do. Just up the amount of calories you burn, lower the amount of calories you eat, and drink a lot of water every day.
