This isn't doggy kisses, it is a "how much can I get away with" behaviour.
The start is nibbling or "mouthing" ( where the dog wraps his mouth around your hand/arm, etc) and can escalate to nipping and then biting.
The nipping will really hurt your thumb, and the biting may cause loss of thumb.
Stop him now. Don't let him nibble your thumb at all, if he does tell him "no" in a stern voice and look him in the eye. When he lets go, praise him.

How old is your dog? It could be cutting teeth. Try encouraging the dog to chew on a rawhide.

Your dog is showing you that he owns you allowing your dog to bite or mouth you is wrong and shouldn't be allowed as it teaches them its ok and its not. He is saying to you that I'm the boss not you.

Mouthing is a dominant behavior try giving chew toys insted of your hand. It can lead to nipping if you don't.

I agree. This is "mouthing" and is potentially very bad if you don't stop it now. It can definitely escalate into biting if you don't let you pup know that his teeth on your (or anyone else's skin) is not allowed!
