nah you're still at a good age to start, the only time it'd be too late is if you're in a wheel chair or bed ridden dude.

but now is a good time to be figurin out a college to go to and get your secondary education out of the way.

and the average cost varies from school to school or the organizations they're under, but like ninedemonsgod says it can be as little as $90 to $145 for classes.

the biggest pitfall is making sure they don't try to hit you up with a 6 month (or longer) contract because that's a good indicator that it's a McDojo's type of school (a school that has a high turnout rate of students, or basically "gives" the students their belts as long as their payin the monthly fees.).

another thing you need to make sure that the school is a family oriented place, and that you're comfortable with the instructor(s)'s teaching mannerism.

there're plenty of people woh're in their 30's + that're studying Martial Arts. So yeah, you can start learning Martial Arts at your age.

Well no its not to late at my class there are people older than u. It'll be a lil tougher maybe but your class should only range from ajywhere to 45-70 a month unless you want to be a real competitor i recomed trying aout a 50 or so dollar class sometime you get moe one on one and its more "hands on"

The only way I can see this question is if you are asking about becoming a world class grappler. If you want to be a world champion starting at 21 is a definite disadvantage. If you want to be really good black belt level 21 is fine. 21 is still young.

Nope it's not late and average price wildly vary from 90 a month to 145 a month.

never too old to start, always too young to quit.

I am continents away so cannot help with your location, but try the white or yellow pages online for training places in your area.
