He wants to fight a champ in his division to have more belts thus unifying it.

Unifying does not mean to win all the belts in all the divisions just the 3 top ones in a single division. Specifically, to unify the title means to win the three major sanctioning body belts (IBF, WBC, WBA). Now there are many more organizations that offer belts (such as the NABF, WBO etc. etc.) but those three I first mentioned have long been considered to be the ones that matter. For example, we currently have a divided Heavyweight division with Shannon Briggs holding the IBF title as champion, Klitschko holds the WBA, and Maskaev holds the WBC. If one of those three men could take the belts from the others and hold all three then he has "unified" the title and become the "undisputed" champion. While the titles remain split, it is a matter of opinion as to who the "real" champion is but as a matter of respect/tradition, Ring Magazine publishes a list indicating who they believe is the best of the 3 (the list covers each weight class).

It means that he wants to aquire all of the belts in any said division, there are four division and one does not outweigh another they just sort of have different jurisdictions. The real champ is usually based on stats.

To hold the three main titles the WBC, WBA, and the IBF...although the WBO is slowly getting up there but not quite yet.
