In the letter, regardless of how you open it, stick with life events, stay away from politics. Write about the things you think are best in life. Something cute or insightful about a child. Something your dog did. Do not fill the letter with negative things about your spouse, your work, or friends. Show enough personality to not make it seem like a form letter, though. Ask enough questions about her day to day life that she knows you are truly interested. But don't overload it with questions.
Make inquiry about what she would like to receive for holiday gifts or if there is anything she needs but cannot get there. Offer to contact and stay in touch with her family or friends.
This sounds like a real exercise in writing, but I am confident you will do a good job.
I know she will be grateful. We had one friend spend a year overseas, he is now in Korea, and have another friend getting ready to go to Iraq.
We sent care packages to the one, will do same for the other.
Beef jerky, microwave popcorn, powdered coffee flavoring, coffee in the filter packs, soft cotton t shirts, tempurpedic pillow, Ramen noodles, in addition to homemade cookies, candy. In place of styrofoam packing peanuts, we bought bags of chocolate candies. Increases the weight to ship somewhat, but he was ever so grateful, as that is as good as currency in the theater. As a female there may be feminine items she cannot get there, that you could offer to get for her.
Thank you for doing this.

Put her name and then, thank her for her service. That should start things off nicely. The troops need to know that we support them no matter what.

If you know her name, it would be better to use that than to say "troop". It makes it sound more personal if you use her name. Write to her the same as you would write to a friend, it's no different.

Well, since you don't know her personally, the BEST and most respectful way is to use her Rank and Last Name. Once you have gotten beyond that, and you BOTH feel comfortable using first names, THEN use that. If she wants you to call her by her first name, then she will *or should* let you know. In your first or maybe wait for the second one, ask her what she prefers to be called.
