You probably don't need to remove the bumper as the dent is most likely in the plastic bumper cover. Simply remove all of the screws on the cover and it should come right off with a little effort. You can then pop out the dent in the cover and put it back on.
An alternative would be to take it to a body shop and they can drill a couple holes in the dent and then pull the dent out and refinish the cover for around $300.

Most of the Ford bumpers, especially the rear are some of the easiest in the world to remove. I haven't done a 98 that I can recall, but a couple of years earlier is simple as crawling under the car and removing three nuts on each side where the bolts from the bumper go through plates on the frame of the car. Socket wrench gets them easily or box end wrench. Once those are off then the entire bumper slides directly backward off the car as the sides of the bumper are actually "slid" into special slides that hold the long outer ends against the car near the rear wheel area. Not sure how bad your dent is, but if isn't too bad you can often have it remove itself by putting that part of the bumper in hot nearly boiling water. The plastic on most of the Ford bumpers have a "memory" in them that if they get slightly bent they will want to return to the original moulded shape when heated. Sometimes can use a heat gun (like a hair dryer only hotter) but have to be extremely careful with that as too easy to heat one spot so hot it melts the plastic. I fixed one that was bent and twisted on the long end once by dunking that entire end into a hot pot of water such as you boil crawfish in or roast turkeys. :-) Only takes a minute or so if the water is hot. It your bumper on that year is the kind that is a very hard tough plastic on the outside like some it usually cracks in a hit instead of bends so it your's is bent might try the heat method. Regardless the removal of the bumper is a piece of cake.

Inside the truck, remove the carpet, then access the attachment bolts that hold the bumper on. Have fun.
