Yes, it means they are dreaming. Nothing more - nothing less. Don't forget - dreams are NOT real situations, so do not make anything out of them than what they are, just dreams.

That is a very good question. I talk in my sleep and on top of that I have night terrors where I run around my house screaming and sometimes trying to get out. Usually, I do this the most when I am really stressed and sleep deprived. My husband says sometimes he can have a conversation with me but he usually cannot understand what I am saying.

I would say no. It is part of the sleep cycle when they are dreaming, and the part of the brain which is supposed to turn everything off, like movement and speech, isn't functioning properly. Such as for sleep walking.
Sometimes people will talk in their sleep if they are very stressed out about something, or haven't resolved something that is really bugging them. If it's you, try talking to friends about whatever it is that's bugging you, and you will stop talking in your sleep.
If its someone else, while they are talking, ask them a few questions and see if they respond. you might be able to find out what is really bugging them. If you do that, do tell your friend what they said when they wake up.
