Is there any way to stop my sister's puppy from ripping out my older dog's tail hair? I've tried putting him in time out, but that hasn't worked, and my dog is a sweetie who wouldn't hurt a fly, so there's no chance of him stopping the puppy.

That's easy: put "Bitter Apple" or similar bitter product on the older dog's tail. Your dog won't care, he doesn't chew his own tail, right?
The pup will stop pretty soon when it finds out the tail hair tastes bad; and there'll be no hard feelings.

try a water sprayer and spray the dog while saying no. Then he/she will maybe get used to gettin sprayed and will learn. good luck=)

try putting bitter yuck in his mouth after he does it this will make him think that he will get that taste in his mouth every time he does it.
