If you are both hitting...you both go. If he is hitting he goes. He is old enough in most states to be tried as an adult for such crimes.

A lot of people think that as soon as a person turns 18, then it is automatically illegal to have a relationship with anyone under the age of 18. It actually has to do with the age of consent which is younger than 18, but it depends on the state for what the age is. So an 18 year old girl is not going to be in troubel for having a 17 year old boyfriend. As long as the girl has done nothing wrong, she has no reason to go to jail, he is the one causing the abuse so he is the one that will be in trouble.
Oh yes, if anyone is in a relationship where there is abuse, DO NOT STAY IN IT. Even if they say they will stop, it is rare that they do stop.

Depends on the state. In Texas, and many other states, 17 is completely legal for relationships.
