I have thought about the poloution problem alot vs. the welfare of my family.. What do you think is the best choice?

It depends because a car is a serious financial liability. If you can get around by bus and it's convenient then buy the pass. However, if your city is spread out and it's hard to do anything unless you have a car then I guess you'll have to bite the bullet and buy the car.

How far do you travel??????Ar you taking public transportation Thru places you would not normally walk Thru or drive thru? For safety reasons? Because The inconvenience and trouble you are going to put yourself through, vs. a car? I think I would be more worried about the immediate problems that might defiantly occur. vs. the pollution you as an individual would make, and the problems you perhaps could have with adding your 2 cents of smoke to the air...........Do you see where I'm driving at???

Decide with this in mind, there are some driver's clubs for rentals or free uses of limited dates, and shopping clubs too.
Get the bus ride.

Buy a used small sedan or whatever you like try carmax.com or your local carmax store.
