There are a lot of regulations regarding bringing animals into the UK. They have to have a "pet passport" and depending on where you are traveling from it can take a long time. If you arrive without one your pet will be put into quarantine for 6 months.

I moved to the UK from the US and brought my cat with me. The proceedure was like this...First I had to microchip my cat. Then I had to have him re-vaccinated for rabies. After waiting a bit for the vaccine to take effect he had to have a blood test which is sent off to a particular lab. If the blood test shows that the rabies vaccination is giving proper protection then they will issue travel papers for the animal but you have to wait for 6 months after the date of the blood test before you can enter the UK. Coming from the US you have to fly on an approved airline route and the animal must travel as cargo rather than hand luggage. It's a lot of work, though it may be easier if you are coming from Europe. I'm not sure. Once the paperwork is done I can now travel in and out of the UK with the cat whenever I want, so long as I never let his rabies vaccination expire. If it's even one day late I have to repeat the whole process.
