In Spanish, an "opening" question mark is used before the question, and an "ending" question mark at the end.
It doesn't have a special name in Spanish. Both of them are called "signo de pregunta".

The same goes for exclamation points. An "upside down" one at the beginning of the sentence, and a "regular" one at the end. Both of them are called "signo de admiración".

Edit: In some countries, the question mark is called "signo de pregunta" and in others, "signo de interrogación".

that's what they call an interrogation question mark, when you write a question in Spanish you do the upside down question mark before you write the question, then at the end of the question you finish with the one you are familiar (?) that's the proper rule in the Spanish language anyway

¿? are called question marks (signos de interrogación). Like quotation marks in English, they are always used together: ¿ begins the question and ? closes it.

¿Cómo te llamas? = What is your name?
