Tempered glass is glass which has undergone heat treatment to enable it to withstand temperature changes without cracking / breaking.
Tempered glass is used when the glass used is frequently exposed to temperature change.

Your question is too wide. It is used from as small as a cooking or chemist lab to the large building construction.
Well, in order to determine whether tempered glass is used base on the following :
1. Size of the glass and thickness of the glass. If is exceed certain sizes, automatically you need a tempered glass
2. Harzadous places
3. Public places
4. Dynamic eg. car
