Would you say pugs are more of a hyper breed? or more mellow? How do they react with their owner vs. strangers?

In my experience, Pugs are very even tempered, tolerant of children, and love most people. they are mellow, and yet very clownish..love to play keep away, and Hide n seek, etc..Mine loved to chase a ball, but would need to rest often..and catch his breath..mine was easily trained, and nearly human smart!

Yes, they can be. But it isn't like Jack Russell hyper! The are fat little happy dogs! Generally, they tend to calm down a bit once they are over the puppy months. Just make sure they don't get to overweight, they can have difficulty breathing because of their snout.
Pugs are kind of barky when strangers come around, and the only differences are they will probably pay more attention to the strangers because they are new.

In general, young pugs (under 4-5 years) can be energetic, but older pugs are a model of mellowness (aka couch potatoes looking for a good lap).
I'm a dog trainer and I specifically foster for pug rescue because the majority of pugs of any age love every person and every dog they meet, so I can take them to work with me. They adore their owners (or anyone with food) and tend to look at them with big brown adoring eyes. They are one of the few dog breeds bred specifically to be companions, and they do a pretty good job of it!

Are pugs hyper?
Not really,,, but they do go "snort-snort" a lot ;)
Actually as a breed they can be about middle of the road. Look at the personalities of the parents and you will have a fair idea of what the puppy will be like.

well Ive on ly known one pug in my life & thats my little Abbey that I own now...I got her from our local shelter so I didnt have her as a puppy but "yes" she is pretty hyper.....not all the time but several times a day you have to chase her round the house & wrestle w her & if she doesnt get her daily walk she tends to get pretty up your buttish...she needs to play & run & snort & snitz every day or shes miserable.....she silly, funny, cuddly, & well, yes hyper!! also my pug LOVES people!! all people especially those w food!! LOL LLOL

well as puppies no. but when they get older like around 1-5 they are like REALLY hyper. at the farm our worker used to have one. It was really stupid but cute!

YES! My old neighbor had two. One of them was something else! He went wild whenever we would come over-spastic as hell.
