In a photo imaging program like PhotShop it is easy.
Click on IMAGE then IMAGE SIZE. You can then change the resolution from say the 300 pixels per inch that it is showing to another smaller number like 75 pixels per inch just by typing the 75 in the resolution box that had 300. Look at the top of the box and it will tell you the total pixels. If you don't like the number you can go to a lower resolution or to a smaller height or width.

In Photoshop Elements or many imaging programs, follow this sequence:
Image > Resize > Image size
Be sure to check off "resample image" and "constrain proportions" first, then just enter whatever pixel dimension you want in the appropriate box. Piece of cake. Save the image, perhaps renaming it so you won't lose your original. I usually append the image size or resolution, such as renaming CityScene.jpg to CityScene150.jpg.
When you click "Save," it will show you the file size. You can reduce the file quality to reduce the file size or you can go back and further reduce the size.

You need a photo editing program such as photoshop or picture publisher. Or, you can upload the picture to your account at Facebook.com, and they will resize it automatically for you. Then, you right-click on it in Facebook and save it to your computer. It should be a smaller size then. You can do the same thing at photobucket.com

You could try opening it in 'Paint', then select 'Image', then 'Stretch/Skew', drop the size to say 25%, then,'File' then 'Save as..' and pick JPEG, save, move it to Desktop, highlight it, select properties and the size should be below 1MG...but try another picture first to test your application.
