Omgosh! You definitely have to do something about this. Personally, I would deal with it with the law, but definitely tell your parents.

Is she a punk or a scene kid? Most of my friends are scene kids and I've noticed most of my friends that are girls (17-20) go out with guys that are around 24. Even my sister who just turned 18, her bf is 24. Imo it depends on the social scene around the schools, a lot of younge teens dislike scene kids (often mistaken for emo) for no real reason. They're just uninformed and follow each other. While my sister was 16 she had a tiny moehawk in her hair and dyed it different colors and a lot of people, and guys, from our school disliked her for that. Once again, they're disliking scene kids for no reason. But her bf at the time was 19. Personally I'm not too sure why it happens like this but yeah. More than likely just younger guys not understanding. And then when you get older you start to get more informed on life. And the chicks you thought were ugly are actually a lot hotter :P and probably more mature.

You should tell your parents right a way because what he's doing is against the law. Even if he hasn't touched your sister he's a sex offender. You should also have your parents contact athorities, who will take care of the confrontation with this guy.

You are going to be her first line of defense, so, turn it over to your parents, as soon as possible. I would not trust fro one minute that this situation will not escalate into something much worse. Do not delay, tell your parents NOW.

If your parents know they should do something about it right away and not let this keep going on with the two.
