Probably an urban legend. Peanuts go throug some fairly extensive processing before being made into peanut butter. They are shelled, cleaned, roasted and then finally milled to peanut-butter.
There is a possibility that some small insect might make it through this process, but it would have been roasted as well. (the FDA actually has limits on the number of aphids and such that can be on some green vegetables)
The thing is that insects grow where plants grow, and there is always the possibility that some will get processed. Roaches, however aren't the sort of critter growning in the fields, and most processing plants need to meet certain standards. I'd think that if there are roaches, the inspectors wouldn't like that much.

Where in the world did you heard of such a thing???
peanut butter is ground peanuts, look at the ingredients.
Also, there are quite ridged standards manufacturers must follow!

It doesn't have actual roaches in it, but it does have a certain allowable quantity of roach droppings, as does all processed food. Something like 8 to 12 parts per million or something like that.
