I suppose Jews are non-believers of Christ (well, at lease those who aren't Jews for Jesus), but certainly they are believers in God. It depends on what you're specifically talking about when you say non-believer. Generally, I use that term to mean "someone who is not a born-again Christian" but that's just because it's usually the correct context of whatever conversation I'm having, etc.

I classify Jews as Jews. They were the first among men to be chosen. A great honor. Jews only believe in the old testament and do not accept the New testament. So they are not christians. They are however who they are and in comparison to christian beliefs, then yes they are unbelievers
