There is nothing in the US code about a specific or average height for flagpoles. There is, however, info about when to display it and that you must light it if you leave it out at night.

The Flag of the United States of America
free_your is right their is not actual law on the height of a flag pole. This law is called; The Federal Flag Code (public law 94-344): http://www1.va.gov/opa/feature/celebrate/flagdisp.asp
Here is the actual law itself: http://www.bcpl.net/~etowner/flagcode.html

The typical rule is that a flagpole must be at least twice the height of the flag, or tall enough to insure that no part of it may touch the ground or get soiled. The flag must always be displayed with the blue field closest to the top of the flagpole. The flag cannot be flown backwards, and if it is flown upside down that is the universal call for distress.

I saw a car dealership with a huge flag (at least 50' tall) display their flag on a pole that was only twice the height of the flag.

If the flag is displayed at night then it must be lighted, and flags with fringe are only meant for indoor use, or use by a color guard. The fringe itself means nothing, it is considered and accepted, but unauthorized addition to the flag.

Nikki T is correct town codes do limit the height of a flagpole. In fact Donald Trump was recently cited for having a flagpole that was too large in front of his home.

Here are the rules for the standard dimensions of the flag: http://www.usflag.org/flagspecs.html

There is a proposal to recind the flagpole height in New Jersey: http://www.antonnews.com/gardencitylife/2002/06/28/opinion/

The United States Flag Store: http://www.united-states-flag.com/flagpolandki.html
Offers flags both commerical and residential. You could contact them at; toll free 1-877-734-2458. If anyone knows the requirements for the height of a flagpole they would. Since they offer telescoping flagpoles then that may only be so they can qualify with the local codes.
