I tried to download Divx player from there official site but it stops and says,

A cabinet file necessary for instalation cannot be trusted. Please verify the Cryptographic services are enabled and the cabinet file certificate is valid

Oftentimes, software programs are digitally signed with a certificate. Why? Because you want to be sure the software program is indeed genuine and not malware (i.e. spyware, Trojan horse...) in disguise. There are a number of security firms which offer certificates to software makers (e.g. VeriSign). The security firms promise any software with their certificate is genuine, that they have gone through the trouble of authenticating it. These certificates need to be renewed regularly - usually once a year. In your case, it seems that the certificate for the DivX player has expired. It is most likely nothing. Many companies forget to renew their certificates. But, since the certificate has expired, Windows pops up a warning.

Cryptographic service is a Windows service. There are many Windows services. To see which services are active on your computer, go to Start Menu > Control Panel > Administrative Tools > Services. Scroll down to "Cryptographic Service" and make sure it says "Started." If not, right click "cryptographic service" and scroll down to "Start." Exit Windows Services.

Sorry for the long explanation. Personally, I recommend you try VLC media player instead of DivX player. VLC plays many more files than DivX and it is free. The download link is (http://www.filehippo.com/download_vlc/)
