Means I want you but not necessarily with the physical connotations as in English it is derived from the word cariño which could be translated as fondness so we could say La quiero mucho or Le tengo mucho cariño it is used to express feelings but not as committing as using the word love, of course te quiero also means I want you and can be used also to say I want water you have to distinguish between the querer from fondness (cariño) and querer from wanting, which by the way querer also is used to express physical desire for someone as in English but ordinarily it is for cariño.
