Police officers often use department vehicles to travel to an academy, sometimes they are required to.

It is possible that they can pull someone over. Some officers, reserve officers, special officers, etc, go through an academy a second time to make up classes to get their full certification. They may have the authority, but it also may not be the wisest thing to do.

You can in Oklahoma. Once you are hired by a department, the department has 1 year to get you enrolled into the CLEET academy. During that time prior to the academy you are still a police officer and can enforce the laws of the state.

In Ontario Canada, some officers are sworn in before they go to police college and others after. If you are sworn it means you can do everything a "regular" officer can do. Usually new police officers have a coach for a little while though and aren't out alone.

He can drive a cop car alone.

Often he may drive one to the academy for special events like driving class.

he has no right pulling anyone over and as soon as his department is notified, he will be fired.

Depends...Is the Officer commissioned within the state?
I have several employees that are in fact commissioned, just not within my state. I send them to the LEA academy to learn our state statues and laws. However they are commissioned and may still be used as far as patrol.
However it's not a wise thing to do.................

No, because he is NOT a commissioned member of the police department . He won't be until he graduates.

heck no.They may be certified but until they work for a police department they are not " police officers "
