Ok, true story. My sister called me and asked me what she should do about the same situation. She was bathing her little guy and noticed how purple/blue the head of his penis looked. Since it was over the phone, I told her to take him to the doctor just to be sure, but that it was probably nothing.
Anyways. she took him to the pediatrician and asked, and he smiled and said, "That is a normal color, you may not have noticed it before, but everything is fine." When she called me she said, "you are a nurse, why did you tell me to get it checked". Well, all I could say was "It's hard to tell these things over the phone."
The head of the penis may be reddish or blue, to purple, or it may be pale, depending on the natural skin tone of course. If there has been no known injury, not swelling or pain, and the child is not guarding his private area, then it is likely normal.
If there is swelling, pain, bleeding, discharge, difficulty peeing, or the child is gaurding his penis with his hands, or if he seems to be behaving differently that normal, please take him to the doctor.

widespread, a large number of adult men have the purplish blue hue to the top. Blood would not flow very quickly contained in the penis, that's why you've about 9 erections for the period of sleep to top off the tissues. even as blood has a lot less oxygen, that's the red coloration; no longer a sickness though. basically some thing you word in a large number of guys- considered thousands on the Y locker rooms.

I think Ket-Su Jhuzen has hit the nail on the head so to speak especially if your son is circumcised. But if he isn't circumcised
a) possibly you haven't noticed his glans/head before as it was covered by the foreskin which only slowly comes loose during the early years and may not have retracted before,
or
b) you retracted his foreskin and it's a little tight thus could be cutting off the blood flow a bit. Not to worry since it will loosen up as he gets a little older.
Either way. always return the foreskin to it's normal position covering and protecting the glans after bathing.
