Well , if they both like each other that is obviously a good thing. I think they both need a little push . but don't force them . The same thing happend with me and my boyfreind. I was really shy and i really liked him... this went on for like 3 months ... then after a wile he did start liking me and at homecoming i fond out that he liked me ... but he wouldent ask me out ... So we started talking on the phone trying to get to know each other and then when we were comfortable around each other we got together. So take it slow have ur freind talk to this guy more like on the phone or something and when it happens it happens .
Hope i helped

Yes....actually, I was in the same position. In order for one of them to make a move, one of them has to get up the courage to say something or do something. I figure that an email explaining their feelings would be good. Shy people are most generally really good with having an external outlet such as the computer or a letter.

You should hang out with them sometime. Then they might not be as uncomfortable. Then they should hang out together. Being shy shouldn't hold them back. If they both like each other, they should go for it!

Invite them both out with you and leave them together. Or at least help them start talking when you take both of them out. Get both of them on the phone together even.

Just have your friend go up to the guy and say hello. Tell her to tell him that she likes him and to her understanding he likes her too. He in turn will say, Yes, I do like you too. And they will take it from there and set up a date.
