Hi. You do not always have to tell a guy how you feel with words. He can feel it with Body language. Don't be too easy to get. Guys don't generally like that. Drop a few hints and then back off. Wait for him to respond and then progress slowly and let him make the first move. Guys like to be in control, but don't be a pushover. Let him respect you. The guy knows how you feel.
If you were really into him, guys pick up on that very easily unless hes a total nerd. IF you flirted as much as you say then he knows.
If you come on to him, then hes going to know hes in charge and you probably end up as another trophy.
FLirt some more the next time then leave him alone and find another guy to talk to , if hes likes you hes going to find a way to barge into the conversation and he'll take the lead if that doesnt work then forget it.

As a guy, if you play hard to get, that is typically a turn off. If I have to work to get your attention, im going to bail in a hurry. These "Rules" women need to go away.
Ask him to do something and feel it out, so to speak. If you are not comfortable being that forward, then spend more time with him and see what happens. Eventually you will either have to take a risk and ask him or he will ask you out. Most guys will say yes when asked, so you would have less to lose than we guys do.

I worked with her. I knew her schedule and we both had a Tuesday off, so I walked up to her Monday night and said that I didn't work (tomorrow) and I wanted to see if she'd go out with me, "like on a date. Interested?" She said yes. We actually went out later that same night for a couple of drinks.

take him aside in an empty room, back him into a wall, then look at him straight in the eyes and tell him.
(backing him into a wall just keeps him from doing something loud and obnoxious--its not meant as a come on)
or conversely, wait until he gets in front of a couch, push him onto it, and sit on his lap..."oh im sorry" try getting up.

2 things. 1. asking the general public for things like this can be BAD. and 2 find him somewhere by himself and tell him be honest extremely honest HOPEFULLY he will like your honesty.
